Construction certificates

BEFORE WORK CAN START...

After Development Consent has been issued, a Construction Certificate for building works or Subdivision Works Certificate for subdivision works must be obtained prior to any work commencing. The certificate verifies that:

  • The detailed construction plans and specifications of the development are consistent with the Development Consent and complies with the Building Code of Australia.
  • All applicable contributions and fees have been paid.
  • All applicable Development Consent conditions that must be satisfied before a certificate can be issued have been met.

A Construction Certificate or Subdivision Works Certificate can be issued by Council Certifiers or an accredited Private Certifier. Note: However, all inspections on Subdivision Works Certificates must be requested and carried out by a Council Engineer following lodgement of an ‘Application for Appointment of a Principal Certifier’ (Council) and lodgement of appropriate inspection and supervision fees.

WHO CAN APPLY FOR A CONSTRUCTION CERTIFICATES?

The owner of the land or a person acting on behalf of the owner may apply for the Construction Certificate.  A builder or building company cannot be the applicant unless they are the owner of the land.

THE APPLICATION

An application for Construction Certificate and Subdivision Works Certificate can be made to Council using the following forms:

NOTE: Please note that if a Schedule attached to your Construction Certificate or Complying Development approval indicates that there are additional details required to be submitted, assessed and approved prior to the slab and/or frame inspections, you will be required to lodge with Council an Additional Information Submission Form and pay a minimal fee for this process to occur at least 5 working days prior to these inspections being carried out.

BUILDING/PLUMBING INSPECTIONS

  • Inspections will be carried out on Tuesday to Thursday only and must be received before 3.30 pm on the working day prior to the inspection being required.
  •  Inspections will generally be carried out as AM or PM inspections. 
  • Inspections beyond property number 6798 Putty Road (Half way House) Garland Valley will be carried out on Tuesdays at some stage during the day nominated unless prior arrangements have been made with and confirmed by the Principal Certifier.
  • Inspections on other week days may be requested however will be subject to the availability of the Certifier. Councils staff will confirm the availability within 24 hours.
  • Inspections beyond property number 1719 Carrowbrook Road St Claire (Lake St Claire Camp Ground) will be carried out on Wednesdays at some stage during the day nominated unless prior arrangements have been made with and confirmed by the Principal Certifier.
  • Inspections on other week days may be requested however will be subject to the availability of the Certifier. Councils staff will confirm the availability within 24 hours.

COMPLETION

When building work is completed or nearing completion and prior to a Final Inspection and subsequent consideration of an Occupation Certificate, a formal application for an Occupation Certificate is required to be submitted to Council together with any plans/specifications and documentation that remain outstanding or required to be submitted by any Condition of Consent.

Aftercompletion of the subdivision works and a satisfactory Work AcceptanceInspection by Council’s Certifier, a Completion Certificate for SubdivisionWorks will be issued.
